Our History
Baldwin Line Construction of Maryland was founded by Barry Baldwin and John Cook in July 1987. Baldwin completed traffic signal work, lighting and signal structures for the local railroad.
With the addition of John Cook’s children into the business (Sylvia Taylor in 1987, Steven Cook in 1990, Stephanie Cook in 1994, and Susan Bibee in 1997) the company was able to expand their work into installing fiber optic cable as well as red light and surveillance cameras.
Ten years after helping to found the company, Barry Baldwin sold his shares to Myome Cook (John Cook’s wife). This made Baldwin Line Construction of Maryland a true Family Owned and Operated company and enabled them to become a Maryland Minority Business Enterprise in 1998.
As Myome and John Cook aged, they passed ownership to their four children. Together the siblings, with Sylvia at the helm, made Baldwin a leading Traffic Signal Company in the Baltimore Metropolitan Area. Sylvia and her siblings increased the size of Baldwin by providing excellent service and craftsmanship.
After more than 35 years with the company, Sylvia looked at what would be the next step for the company. She wanted to ensure her employees were well taken care of and that Baldwin would keep its family-owned mentality. In 2021, Baldwin was purchased by a local family that currently runs their own third-generation construction company. This ensures that the family mindset is maintained while providing more resources to help Baldwin continue to grow and deliver the same high quality of work.
In 2022, Baldwin Line Construction of Maryland became Baldwin Line, Inc.
